The same with any copper plumbing inside the homes, along with any heavy electrical wiring. They could take the precious scrap to a dealer and clean up. The dealers took the contraband, knowing that it was stolen, but didn’t care.

The City Counsel had made an attempt to construct a city ordinance outlawing the acceptance of any materials, which might have come from an abandoned, vandalized, house, but for some reason, couldn’t seem to get the votes needed to send it to the judicial department for enforcement.
